Forum members comment on key aspects of Barwon Otway Strategic Bushfire Management Plan which resonate with the material we’ve covered so far in Modules 1-3.
They hit on a lot of the things we’ve been discussing, fortunately!
The document and plan themselves are some good examples of key DRM initiatives as a part of the DRR cycle (module 3) – capacity building, DRM planning at multiple administrative levels, scientific research / info management, hazard analysis, organisational structures and coordination, codes of conduct, early warning system, public awareness and engagement, and DRM monitoring and evaluation. It certainly follows the ISO 31000 risk management process quite closely.
Given it was produced in response to bushfires and then implemented in subsequent fires (with better results than the previous incidents), its effectiveness and rationale for development match the DRMC (module 2), with the plan itself forming a part of the recovery and DRR stages. The document itself outlines several of the key elements of the recovery stage outlined in the DRMC.
It is certainly quite nice to read a disaster management document and see the many links to best practice as has been outlined in this course thus far, and the rationale for the way the plan is structured and formulated – many thanks Chris for the excellent course!
