governments in countries play leading roles in identifying needs and coordinating the overall response lack timely information of the need making it hard for resources and hard to respond quickly to crisis;
acting on information early and not waiting before responding, and looking for the vulnerabilities and actively searching to reduce risk
vulnerable communities not getting access to the tools and resources necessary before its too late.
need to improve ability to prevent issues before they happen governments must fulfill their responsibilities to people caught in crises
currently depends on getting media attention – which doesn’t happen in some cases until the crisis point is reached. Waiting for a situation to reach this point before responding is difficult for those in need
