I think this is a very interesting report and is helpful to see the importance of leadership, management, coordination, communications and information sharing.
I think the interesting point here is that the leadership, management and coordination took a very proactive stance in responding to the hazard before it became a disaster (e.g. before it negatively began to impact vulnerable populations) – by proactively imitating the process to assess the hazard, monitor the situation and provide an early warning system. Should the volcanic activity have developed, the prior warning would have been a great help in ensuring the coordination, communication and information management was well prepared for the disaster response
