A point of difference is that the Surf Coast Shire appears to be delegating major disaster coordinating roles to higher government authorities while still maintaining a major responsibility to DRR measures. The former would be due to the limited resources of a local council to provide the necessary levels of expertise to be a major leader in the disaster. The latter shows the importance of the Surf Coast Shire in the prevention of disasters, eg fire prevention measures because of they are on-site every day.
The Bangladesh model maintains the larger gov’t role in managing coordination of all services from DRR to disaster management.
